Lost Dog?

Hi tonight I came home at 9 PM and there was a dog wondering slowly thru our yard, a scraggly, no tailed black and white border collie type.  My husband saw him a few days ago and last year.  Does he belong to anyone?  He was not skiddish at all when I drove in and I tried to follow him, but lost him.  Any other sightings?
